A Statutory Compliance Database Management Service (SCDMS) which automatically alerts managers of facilities such as hospitals, factories, processing plants, office buildings and shops when items of equipment are legally in need of independent inspection and certification has been launched by Strata Technology This new, PC-based service enables organizations to be sure that they are operating equipment within the current health and safety legislation at all times

It also assists facilities managers to make informed decisions about when equipment can best be shut down for inspection and associated maintenance, with the least inconvenience and possible disruption.

The system automatically provides on-screen alerts as inspections are becoming due and a 'red flag' warning if they are missed.

Thought to be the only one of its kind, Strata's new SCDMService takes account of all relevant UK and EU legislation, Guidance Notes and Codes of Practice.

It is already in full operation at several Home Office and Inland Revenue sites, and at BP Sunbury and Coryton refinery in Essex, for example.

Dai Evans, head of Strata's Inspection Services, a UKAS accredited inspection authority, believes that very many organizations do not appreciate or fully understand their obligations under the current stringent and complex legislation.

"A missed inspection can mean not only a heavy fine but also result in an accident, often with very distressing consequences.

Our new SCDMS package is not to be confused with a routine plant maintenance schedule.

This is a dedicated statutory inspection service developed after years of widespread specialist experience.

It removes the burden from senior management freeing them to focus their attentions on more productive areas", he said.An extremely diverse range of equipment is required to undergo periodic inspection whether it be a statutory requirement or to comply with codes of practice.

Examples include:.

- Lifts and escalators.

- Pressure systems, pressure vessels, boilers, steam raising equipment, compressed air receivers, transportable cylinders.

- Electrical: fixed installations, portable equipment, hazardous area items, statutory earthing systems.

- Ventilation and local extractions systems, fume cupboards etc.

- Lifting equipment and tackle, lifts, ladders, permanent anchors, e.g industrial window cleaners' eyebolts.

- Ionising sources, radiation detectors.

Strata's inspection management service comprises three distinct stages:.

1 A comprehensive audit of all items that require statutory inspection and a review of current status, including the ready availability of the appropriate certificate.

The inspections must be done on time and by an independent, accredited individual or company.

2 Identification and/or confirmation of the individual within the organization who has legal responsibility for ensuring inspections are carried out for each item of equipment.

This can be a confusing area with building owners, tenants, plant managers, facilities managers or contracted management companies often unsure as to who must take responsibility as the 'end user', the person who controls the facility on a day-to-day basis.

3 Entry of all appropriate information, including due dates for future inspections, into the SCDMS database, and handover to clients with training.

In addition to the SCDMS, Strata also offers consultancy and other services on all aspects of Inspection.

This can include taking full responsibility for identifying, contracting and coordinating UKAS Accredited Inspectors on behalf of the client and making certain that all inspections are carried out on time.

Additionally the company can ensure that all necessary repair and maintenance work required by inspectors is completed, equipment is re-inspected and all certificates kept up-to-date, catalogued and readily accessible from a single source.
