Testing services for RoHS compliance in
California
SGS has offered testing services to help manufacturers comply with the California senate bill on "Electronic Waste Recycling Act", which is similar to the EU RoHS.
SGS can offer testing services to help manufacturers comply with the California senate bill number 50 on "Electronic Waste Recycling Act" (EWRA) which was adopted in Sept 2003 and is in force from 1st January 2007 The requirements of California RoHS are similar to the EU RoHS 2002/95/EC but the product scope is currently reduced to video display products

The number of restricted substances is also smaller compared to the EU RoHS as brominated flame retardants are not included in California RoHS.
The regulation covered the following eight categories electronic devices in December 2005.
All requirements apply only to devices with a four inches or larger video screen, measured diagonally.
1 Cathode ray tube containing devices (CRT devices).
2 Cathode ray tubes (CRTs).
3 Computer monitors containing cathode ray tubes.
4 Laptop computers with liquid crystal display (LCD).
5 LCD containing desktop.
6 Televisions containing cathode ray tubes.
7 Televisions containing liquid crystal display (LCD) screens.
8 Plasma televisions.
The Maximum Concentration Values (MCV) of restricted substances that are permitted by California RoHS are: (percent by weight) Lead (Pb) 0.1 percent, Mercury (Hg) 0.1 percent, Cadmium (Cd) 0.01 percent, Chromium VI (Cr6+) 0.1 percent.
Just like in the case of EU RoHS, MCV apply for each homogenous material in the electronic product instead of the whole component or product and all EU RoHS exemptions are applied also in California.
Manufacturers are also required to submit annual reports to the California Board of Equalization containing the following information...
*Estimated average amount in milligrams for Mercury, Cadmium, Lead and Hexavalent Chromium, including their alloys and components and PBBs used.
*Information on all components of the product.
The report must be submitted by the 1st of July each year for the previous year.
The California legislature is considering adopting AB 2202 to amend the SB50 thus broadening in the future the scope of "covered electronic devices" as defined in the EU RoHS Directive. Request a free brochure from SGS ...
