Stack emission monitoring is a hazardous activity, requiring specific technical knowledge, and includes measurements for the calibration of continuous emission monitoring systems (CEMS).
The MCERTS (Environment Agency's Monitoring Certification Scheme) personnel competency standard enables stack emission monitoring personnel to be formally certified as competent, based on experience, training and examination.
The Manual Stack Emission Monitoring Personnel Certification Scheme is part of MCERTS for manual stack emission monitoring which has been developed in collaboration with the Source Testing Association (STA) to provide the certification of instruments, the competency certification of personnel and the accreditation of organisations under European and international standards.
The personnel certification scheme identifies an entry level and two competency levels at which the individual can qualify depending on experience, competence and understanding.
This certification is then open to reassessment every five years.
The reassessment consists of a review of the person's experience, and the re-taking of examinations appropriate to their level of competency and experience.
All stack testing personnel undertaking monitoring under MCERTS will have to meet the requirements of the personnel certification standard, which requires trainees to undertake a recognised course in working at heights.
In addition to technical understanding of measurement processes, the personnel certification scheme will also examine a candidate's knowledge and awareness of health and safety issues.
Sira maintains an MCERTS register of certified persons under the scheme.
This includes an outline of the scope of each person's certification.
This can be used for reference purposes by relevant bodies such as regulators, UKAS etc.
