He will be based at Sulo's UK headquarters in High Wycombe.
O'Neill (37) has spent many years in the packaging industry, with particularly wide experience in steel and plastics packaging products.
In addition to the Sulo range O'Neill will be handling sales of complementary products from other European manufacturers, said the company.
Sulo said that its range of steel and plastic packaging drums is well established in mainland Europe, where the company claimed that it is one of the market leaders.
The company's single-use and multiple-use drums are used by the companies in the chemical, foods, pharmaceutical and petrochemical industries and the products are supported by research and development, as well as quality assurance programmes at Sulo's manufacturing plants in Herford and Neustadt (Germany).
The company also supplies a range of drum handling equipment.
Damian O'Neil said: "Sulo's drums and ancillary equipment are widely recognised as premium quality products offering outstanding value for money and the demand for them is growing across most sectors in the UK.
By bringing the UK sales operation in house we will be able to offer a much improved service to customers, in terms of face-to-face contact, consultancy facilities for standard and bespoke products and streamlined delivery and distribution.".
